I think stephane is talking about companies who are working with the Web. For example Boeing has a few hundred thousand employees and many Web servers in the world for working (not only public). They participate to W3C because when something is done wrong on the Web front, they have issues in their companies.
I sympathize with the two sides of the argument. It might be a bit hard to really have a clear discussion without separating the issues people are facing.
